PHDIV praised for preventing burglary and promoting social harmony

Pat Heung Division (PHDIV) is making a great effort to deter burglaries, maintain a good

relationship with the public and promote racial harmony. On July 17, local community leaders called

at Pat Heung Police Station and presented tapestry banners to Yuen Long District and PHDIV in

appreciation of officers’ outstanding performances.

Among the guests at the presentation were representatives from Yuen Long District Council, Yuen

Long District Fight Crime Committee, leaders of the Law Uk Tsuen Mosque, and the Wang Toi

Shan Africans Association.

“Skynet Operation"

Since October last year, PHDIV has been carrying out a series of activities under “Skynet

Operation" to make residents more aware of prevention of burglary and combat the crime with

focus on intelligence and police-public co-operation.

To enhance awareness of burglary, PHDIV has organised talks to offer advice on prevention and

encourage the public to report the crime and provide related information. PHDIV also drove home

the importance of prevention by distributing and posting posters and erecting display

stands at crime black spots. At the same time, PHDIV officers have carried out checks in

buildings and on construction sites, and issued warning letters to perfunctory security guards and

merit certificates to those with outstanding performances.

“Skynet Operation" proved effective when the first half of this year saw a drop of 23 per cent in

burglary in Pat Heung, compared with the same period last year.

Racial Harmony

In recent years, Pat Heung has seen an increasing number of Non-ethnic Chinese (NEC) residents.

The 2011 survey by Census and Statistics Department shows that Pat Heung has a population of

38,100, of which about 10 per cent are NEC residents. In view of the ethnical and cultural diversities

in Pat Heung, PHDIV also disseminates information on “Skynet Operation" activities in Nepali, Urdu

and Indonesian, besides Cantonese and English.

Social Harmony Soccer

To promote social harmony, officers of PHDIV and Yuen Long District have organised activities for

participation by both police officers and local residents, a good example being a recent soccer

match with African residents.

Cantonese Class for NEC

To help NEC residents integrate into the community and communicate with local residents and

police, PHDIV has arranged volunteers to run classes on Cantonese and words used in daily life

and in making reports to police.

當日嘉賓來自元朗區議會、元朗滅罪委員會、羅屋村清真寺、橫台山非洲聯誼會等,多名區
議員及滅罪委員會委員頒贈錦旗予元朗警區及八鄉分區人員。

全方位「天網行動」

此外,該分區多次於社區舉行預防爆竊講座,向居民提供防盜建議、增強他們的保安意識、
鼓勵市民發揮鄰里守望精神,以及向警方舉報罪案及提供情報。人員亦於 村內爆竊黑點及當

眼處派發海報、張貼橫額、豎立易拉架等,向市民宣傳預防爆竊的重要性。為進一步加強區
內屋苑的保安系統,人員會突擊巡查屋苑及建築地盤, 向未盡責的保安員發出警告信,而向
表現出色的保安員發出嘉許狀。「天網行動」推行至今,成效顯著,本年上半年的爆竊罪案

比去年同期下跌百分之二十三。

種族共融顯和諧

近年於八鄉居住及生活的非華裔人士不斷增加,根據二○一一年統計署資料,八鄉分區居住
人口約三萬八千一百人,其中非華裔人士約佔一成。鑑於八鄉屬多元文化 共融社區,因此在
推行「天網行動」期間,人員播放廣東話、英語、尼泊爾語、烏都語及印尼語的防止爆竊錄
音廣播,令不同種族人士都能接收到防盜信息。

社區共融足球邀請賽

八鄉分區相信促進不同種族人士相互了解及建立良好的警民關係,才可真正提升市民的反罪

惡意識及加強警民合作,因此該分區及元朗警區人員不斷主動接觸各方社 區代表,舉辦警民
活動,如早前的「元朗社區共融足球邀請賽」,由元朗警區足球隊對非洲裔人士足球隊。

廣東話學習班助融入社區

此外,八鄉分區為協助非華裔人士融入社區以及加強他們與本地人及警方的溝通,安排義工
於八月份在公餘時間舉辦廣東話學習班,教授他們生活上常用的對話及報 案用語。
